Short answer: under the Bank of Ghana's 2025 directive for digital credit providers, loan apps may not use harassing, oppressive or abusive debt collection. Its 2026 FAQ says they may not contact the people in your phone or post about you on social media without authorisation. Report a lender that does this, or any lender without a Bank of Ghana licence, to digitalcredit@bog.gov.gh.
What does the Bank of Ghana directive say?
In September 2025 the Bank of Ghana issued a directive for Digital Credit Services Providers, the companies behind most loan apps. It sets rules on licensing, clear pricing, data use and debt collection. Its collection section bans improper and abusive conduct by the lender, its staff and its collection agents.
What are loan apps not allowed to do?
- Harass, threaten or abuse you to collect a debt.
- Contact the people in your phone's contact list about your loan without authorisation.
- Publish your name, photo or loan details on social media or in public without authorisation.
- Lend at all without a Bank of Ghana licence. Check the licensed digital lenders.
What should you do if a loan app is harassing you?
- Keep evidence: screenshots of messages, call logs, posts and the app's name and number.
- Check whether the lender is licensed on TrustCheck's licence check.
- Report it to the Bank of Ghana at digitalcredit@bog.gov.gh with the lender's name, app, contacts and what happened.
- Report threats or online abuse to the Cyber Security Authority: call or text 292, or WhatsApp 0501603111, or go to the police.
- Warn others: report the collector's number on TrustCheck.
Do you still have to repay the loan?
A loan from a licensed lender is still a debt you owe, but harassment is not allowed. If you cannot pay, contact the lender in writing to agree a plan, and keep records. Before you borrow again, read how to spot unlicensed loan apps.
